Budget: ~$350.

Country: Sweden.

Games, programs or workloads that it will be used for: Video and movie streaming (1080p), light gaming (Minecraft and some 2d games / emulators).

Parts list:

Mobo: Asus Prime B450M-A.  Cheapest motherboard I could find with hdmi 2.0 or greater (2.0b).

CPU: Athlon 3000G.  35w tdp and integrated vega 3 with 4k hdr support?

Cooler: Alpine Passive (AM4).  Passive cooler that just fits the case.

RAM: 8GB G.Skill Value 2666MHz.  Cheapest ram I could find that wasnt 2400MHz or 4gb.

SSD: WD Green Rev.2 M.2 (240 or 480GB).  Prob. gonna use win10, might add more storage in the future.

PSU: Be Quiet System Power B9 300w.  The build won't draw a ton of power, and all the passive power supplies I could find was a bit expensive. Heard that Be Quiet focuses on both quiet fans and zero coil whine.

CASE: SilverStone Milo ML03.  Small case that seems to just about fit the mobo and cooler. 

FANS: 2x Noctua NF-A8 PWM 80mm.  The case fits 4x 80mm but I don't think that's necessary with the 3000g. These will most likely be plugged into the cpu fan header.

 
Any thoughts on my planned setup? 🙂

Better PSU please. Also can you sqeeze 3200G in? You don't need a CPU cooler.

The 3000g also comes with a cooler but it needs to be almost quiet, and the 3200g might be a bit to hot for the passive cooler?
OuterVision's psu calculator recommended around 200w psu. Any suggestion on a psu wíth quiet fan and no coil whine?

The 3000g might be a bit hot for that passive cooler too.  I don’t trust that thing at all.  It’s hard to find a decent PSU under 450w. The good news is you can use more PSU than you need to for something and it will be fine.  It just won’t work as hard.

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

The cooler is rated for 47w and the 3000g is rated at 35w, and also it will be more of a semi passive cooling solution since the fans will pull air through it (intake is just above the cooler).

The psu is from Be Quiet so it shouldn't have false specs right? Any suggestion on a psu with quiet fan and no coil whine?
