Windows 10 VSync Issue?

I like to use "Half-Vsync" in games. My monitor is 60Hz so it means I should be getting a maximum of ~30-31 FPS. It doesn't seem to work in any game. Something kind of overwrites it because my FPS goes above 40 all the time. Any idea what causes this? :(

I dont know but..
In this case i would disable vsync and limit the framerate to 30fps.

many  games have an option to have a frame rate limiter in game too

Vsync locks fps to monitor refresh rate. So if you want to use that, setup custom refresh rate on your monitor.

Vsync is the only option because a frame limiter does not prevent screen tearing.
