RX 570 Cinebench R15 Help

When I run the opengl test I get an 88.1% reference match and fail the test.  I have an AMD FX 6300 @ 4569.5 MHz (18.5 x 247 MHz) and an XFX RS RX 570 Black Edition.  I recently reinstalled Windows to see if that would clear up my issue of sometimes the gpu not actually running at speed.  (it may be an amd overlay thing because i just tested gtav on normal settings and got mostly 38-45fps but it went to half when i enabled the overlay).  I'll glady provide any additional info you may need to help out ^-^)b.  Here are links to my userbench and cpuz benchmarks:
