gpu gpu vs gpu+ extra ram

Hello everyone, i have a Optiplex 3010 mt in a costume case with 600w semi moduler psu i5-3470 and 8g of ddr3 ram
now i have about $200 to spend on upgrade so my question is should i get a $200 gpu or should i upgrade my ram to 16g ddr 3 and get a $120-130 gpu or do a gpu and upgrade my cpu to i7-3770 and get a gpu?
and which gpu should i get?
my main objectives are playing games like bannerlord and such, recording, editing and youtube uploads.

I'd throw in an extra 8GB of RAM and an RX 570/580 or GTX 1650 Super - that's about as high end of a graphics card as I'd go for a 3770.

well, it's either the cpu upgrade or the extra ram, can't do both and a gpu

budget wise it dosn't.
3770 is about $70-$90 on ebay
ram is about $80 on ebay when it's about $130 Amazon ( have 2 sticks of 4 so would need to buy 2 sticks of 8 )
i would have nothing left for the gpu
