why is my rx 570 only has 300 mhz core and memory how do clocks work thank you

how clocks work:

the higher the clock, more instructions can be done per second. so more clock = more performance (usually)

 

Where do you see that your graphics card has only 300mhz?

Is it on idle ? 

If yes that's normal

it only increases the clock when you need it to be high (gaming or rendering etc). it does that to save power usage and reduce temps, noise.
