Yesterday I've bought a TV (Qilive Hd Q24-984B) to be used as both a monitor and a standard TV. But when I turn the computer back on it mobo beeped 1long, 2 short, and it didn't give any signal. After a few restarts it posted normally. Today it did the same thing but then out of nowhere it displayed image even after the same mobo beep.

 

The desktop is 1 month old and with the previous TV didn't have this issue (worth mentioning that before had a VGA entry and now has HDMI, the previous TV was way older than the desktop). 

 

The desktop is a prebuilt one from insys. Has a i3-9100F, 1TB storage, 8gb Ram and a GT710. I don't know which mobo it is but this is from where I bought (sorry for being in Portuguese):

Yes and no, it keeps beeping the same error (1long, 2short) and after a few moments it displays image.

How does the BIOS verification go because it's strange that it keeps saying that it doesn't have video output and displays afterwards

I can't find the motherboard model in the specs, you should find out the motherboard that it uses and see if the manual tells you what kind of error the beep is telling you about. It might not be an error that stops the PC from working.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

Sorry for the delay, I've finnally found the board's manual. It's a Asus Prime H310M-r R2.0 

I have a correction also to make it's 1 long and 3 short, acording to their website it's graphical problems

well, the CPU doesn't have graphics but see if you still get the beeps without the GPU installed

Ok I've changed from HDMI to VGA on the new TV and it didn't give any beeps this time. So I'm pretty sure that the VGA input is built-in specifically for PC's and the HDMI input for other usages (DVD, etc.) which honestly sucks due to the resolution cap (1366x 768 instead of the 1980x1080 via HDMI).

 

So all in all I'm felling kinda dumb now because in the sources of the TV are literally HDMI and PC, so yeah.
