If you see a good deal on a Ryzen 3 3100 or 3300X, you should take it. You can cut some good price off the CPU cost and put it into the graphics card. Otherwise this parts list is what you should go for:

Depends on the use case.

Gaming? Go with the set up above me.

Productivity? Heck, bragging rights for 20 cores and 40 threads (and beyond) can be had for *cheap* (that's the route I went with twin Xeon CPUs and boatloads of ECC Registered DDR3 RAM) in a nice refurb'd Dell Precision workstation.

Best you can do for your budget would be this. If your goal is workstation use, change the 3300X to a 3700X and change the 5600 XT to a 1650
