high cpu usage idle

So I just installed my new pc and I noticed that when I boot it up in idle it's sitting at around 10-15 usage with nothing else open except process explorer. The usages in explorer don't even add up. Is this normal ?

10-15 usage isn’t clear.  10-15 applications or 10-15%?  Number is normal to low. Percent seems somewhat high.  I’ve seen idle percent as low as 2% on powerful CPUs.  Part of it is what cpu you are using.  Basic windows crud is going to take a variable percentage of cpu capacity depending on the cpu.   Windows does run a bunch of different apps.  Malware makers like to hide their crimes in those apps though so which ones run and what they are doing and how much capacity each uses may matter.

10-15 % means something like wsappx or just a windows update is running you can monitor them and check
