Can you turn on a computer without a CPU installed?

I have everything installed except for my CPU which I am still waiting for it to arrive. Besides that I have pretty much everything else installed in my case. AIO, Mobotherboard, RAM, video card, ssd, hdd, fans, etc.

 

Would it be possible for me to turn my computer on without a CPU installed into the socket on my motherboard? I would like to see if the RGB lighting works and also would like to be able to enter the BIOS to take a look and get an overall feel for how things are laid out. I just want to make sure it is safe to do so, I don't want to end up frying anything by turning on my machine without a CPU installed.

Draws 400 watts under max load, for reference.

i mean everything will turn on you just wont be able to boot into bios or anything else lol

Well as long as I can see if the RGB lighting is working without frying anything.

You need a CPU to enter the bios, it will turn on but will probably display a CPU error.

You can turn it on, but it won't do much ;)

My guess is it won't even beep. Need the CPU to at least hit the BIOS.
