MSI radeon rx 5700 xt mech OC no signal

Hi, so here's the problem I'm having.  I'm building a pc for a friend as he wants to get into pc gaming. However, I've gotten to the point where I need to install the OS and have hooked it up to my monitors and the graphics card isn't connecting. It's an MSI Mech OC (Radeon rx 5700 xt) the screen goes between a black screen and a blue screen that says no signal. I've never dealt with overclocked anything before. So the system specs are listed below:

I've put this graphics card into my computer for testing and it had the same problem there. I also took the graphics card out of my own computer and tested it in the new system and that worked. So I'm pretty sure the problem is related to the new graphics card, but I'm not sure if its a DOA or if it has something to do with the overclocking. Like I said before. I haven't changed any power settings in bios or anything. Please help. I've had a lot of issues getting everything put together for this guy and I'm just at my wits end.

Just return the GPU and get a new one while you still can, perhaps before hand try to contact MSI support and tell them about the issue as they would know better how to deal with these issues.

If you are sure all other parts then try RMA on the GPU, worst case scenario it could be insuficient PSU or somehting?

So even though pc parts picker said estimated wattage was like 384W. The top for the graphics card was 225W with a minimum psu of 600 and recommended 750W?

Once I had a gold rated 650w PSU and that was not enough to power my Vega 56, later I checked here and with the people at support where I bought the GPU and all agreed it sounded like a PSU issue. PCPARTPICKER said the 650w would be enough but nope... :I NOTE: Wattage = equal power it can actually deliver, the quality of the PSU might be the issue also... when I asked people on this forum they told me my cooler master PSU was midiocre! XD
