My friend wants to build a 1080p gaming computer.

Budget (including currency): $1.5k, ballpark is ok

Country: United States

Games, programs or workloads that it will be used for: Grand Theft Auto V, Overwatch, and Fortnite.

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc):

He wants a good 1080p monitor, or should he get an ultra-wide? Is the monitor in the list good? He wants a high frame rate, around 144-165hz. High game settings. Is the graphics card good for high-max settings? He was going to get Nvidia at first, but saw AMD got better reviews.

I would consider 1440p.  I bought my 1080p monitor a few years ago and am kicking myself for not stepping up to 1440.

I forgot to add that he wants to get the Pixio PX247 24 inch 144Hz 1920x1080p.

amd has vsr so it wouldnt make much of a difference getting a 1440p monitor instead of a 1080p one

How does VSR work?

VSR allows games to render at higher resolutions and then rescales them down to a lower native display resolution. Using this, you can get quality that rivals up to 4K, even on a 1080p display while playing your favorite games.
