Mass symlink creator?

Is there a mass symlink creator that allows me to make symlinks between drives like so.

 

C:\Stuff\test.txt to D:\Test\test.txt

 

Also if I specify a directory it does a per item basis instead of just the folder, while ignoring any files with the same name.

Any programs like this?
