the 3565 is faster, but just barely. If the W3550 isn't fast enough, the 3565 won't be either.

 

A Xeon X5670 is a better choice of upgrade, and the Z400 can use it.

Upgrade to a 6c12t Xeon and OC it (if you can). If you can't, upgrade to Ryzen.

The 3565 is marginally better but likely not worth the upgrade, especially when taking into account their age and manufacturing node.  You'd honestly be better off picking up a Ryzen 3 3300X and a cheap motherboard if you want something good for gaming.

I WILL find your ITX build thread, and I WILL recommend the SIlverstone Sugo SG13B

^^^ This. Even at stock the X5670 is still usable, and certainly one of the better options on this platform. If you're able to push clocks up a bit, they can be decent, especially considering their age.
