Why not the Ryzen 3 3200G, it is cheaper by $50 currently and 5-8% faster?:    https://www.amazon.com/AMD-Ryzen-3200G-Unlocked-Processor/dp/B07STGHZK8

Hope this information post was helpful  ?,

Is the RAM confirmed to be 3000MHz CL16?

I'd try and salvage the HDD from the laptop, use it for files you almost never use.

Otherwise:

Take the unused money and save it for a new GPU when Ampere launches.

so no, i dont know honestly, that was just ram i picked on it bc it didn't have a price on it. I have 2 sticks of 8GB each, A VIPER DDR4 8GB 2400MHz and a HYNIX 8GB DDR4 2133MHz that came with my brothers pre built PC.

Then, I'd get this kit of RAM.
