Terrible frame studder on csgo

hey yall so Im still rocking an i7 4790k system with a gtx 970 asus strix and 16gb of ram system from a few years ago now. I'm getting some really terrible frame studder and just a bad overall performance on csgo overall. Has anyone else encountered this issue? I play on a low res 4:3 stretched on a 144hz asus monitor and the frames have huge huge jumps from like 120-up to upper 200's seemingly at random intervals.

 

I've reinstalled the game tried some stuff I seen on youtube, updated drivers and the problem insists.
