I have always wanted to make a server that me and my friends could play on but never knew what parts i would need or how to build it. I would like to know what parts i would need or if i need a graphics card, just tell me anything you know about building a minecraft server

No need for a dedicated one, if your current PC has like 32 GB of RAM, you could host a modded server and play on it, on the same PC.

If it's vanilla minecraft, 16GB is enough.

 

Sure dedicated is nice since it's always up for your friends to play even if you're not there... but it isn't necessary.
