Safe OC is about setting safe voltages and making sure it runs decent temperatures, so 1.35V core voltage at 80C or 1.4V 70C if you want to stay conservative.
You should have two multipliers available that's directly related to CPU cores, the core ratio (50 for 5GHz, not touching base clock) and uncore or ring (depending on the board) ratio (50 for 5GHz as well thogh you should aim for 3-5 lower than core ratio for best performance per voltage). These will determine the CPU's raw compute performance.
VCCSA, VCCIO and memory voltage are related to memory OC, that's for another time.
