Cheap/decent card for video editing and 3D Rendering?

My nephew is learning to video edit and 3D render some stuff but he is getting frustrated at how slow it does work right now. His PC doesn't have a discreet GPU so relys on his AMD Ryzen with build in graphics to do the work. His mum doesn't want to break the bank but still needs something decent to do these tasks. Budget around £70-150. I'm eyeing up the new 1650 right now but not sure if there is something better. I was thinking of giving him my 1660ti later this year when I upgrade my card to a newer one.

Would you consider used ? 

Because there is some great used cards with large frame buffers ( like a 1070 )

I forgot to say this but DON'T GET A 50 sku they all have 4 gigs of vram
