My GPU is not running while gaming

Recently I have noticed less than ideal gaming performance from my computer with a core i7 6 cores 32 gigs of ram and a GTX 1060. I had task manger open while running various games and my CPU is pegged at 100% while my GPU is at around 6. Why is this happening and how can I fix this?
