PC underperforming

Let me get straight to the point, i had an i5 2500 rx 470 4gb 8gb ram ddr3 1333mhz which was underperforming (yep i cheched the temps they were below 60 degrees) i had like 120fps csgo less than 60fps Minecraft and 40fps gtav singleplayer. Few weeks back i upgrades to a i7 3770 which i think is underperforming too! Csgo 220fps on the benchmark map (people getting more with worse rig's) Doom eternal 60 fps high (people getting like 90 on ultra with the same rig) and Gta 60+ very high singleplayer but i have like 40 fps on online and i have constant stuttering on FiveM. I even oc'ed the gpu but it didn't gave me more fps (1350mhz from 1236) i had more points in benchmarks but no fps increase ! Can somebody help me ?

Hello and welcome to the forum

are your benchmark results in line with scores online? (It's easiest to do this for CPU with cinebench)

Make sure that these benchmarks are the same resolution 

It could be very possible that these results are with a lower resolution like 720
