The only thing out of my head would be to turn VSYNC on. GTA V was meant for consoles and the PC adaption is poorly made. On the desktop I need to run VSYNC, otherwise I have weird fps drops but no stutters. Try VSYNC and see if it improves. You can also open the nvidia control panel and go into the profiles for each game (3D settings). Select GTA V and then look for a power option. Make sure it is set to max performance. Also make sure you have the laptop plugged into an outlet, otherwise the gpu will slow down and so will the cpu. If those don't work, launch the game without anything else in the background and if it does, slowly add those apps again that you need to see what app is causing those issues.

You are running the game in full screen right?

I have a stutter too entering new, dense areas...ryzen 5 1600af, rx 5700, 8gb 3200mhz ram. AMD drivers all up to date and running dx11, I believe.

idk which setting works for me but unreasonable stutter gone, if u using windows you need disable some settings in windows defender, and your gpu driver, but i got stutter if my cpu touch 90 idk why its so high when im playing fivem.
