RQ: Fan settings

Custom curves on all. All fans are capped, case and CPU fans to 80%, GPU fan to 60%. Case fans are PWM, so they are at 30-40% when idle (600rpm). CPU fans are at 0rpm mode. Meaning that 2nd fan kicks in when CPU goes over 60C only.
