Bottleneck Question

I'm not sure if I'm posting in the correct category since there's no category for discussing bottlenecks.

Anyway I have an Intel Core i7-6700 3.4GHz that I can't upgrade because my motherboard doesn't support anything higher than that, and I want to upgrade my GPU to something way more powerful like the RTX 2080 TI which obviously causes a bottleneck. The question is, while playing a game, will my CPU constantly be at 100% usage since the GPU is much more powerful? If yes, can the constant high temperatures damage my CPU? I will be using the Intel stock cooler.
