this highly depends. in some workloads this chip gets outperformed by the 8 core 9900K handily.

 

also, in the enterprise world there are much, much bigger chips.

In consumer I'm going to assume you mean gaming in which no it's not 

In Enterprise its a little but more complicated 

1. Technically it is with 64 cores 

2. In the real world it is not , not because it is physically not the fastest or not

It is because no SSD wether it is gen 4, or anything gets really stressed because of the load that the 3990x puts on it because of the 128 threads 

So in loads where you need to write and read consistently and in large files that SSD will be a Bottleneck as weird as that sounds 

But in rendering and out right graphics design there simply no cpu that I'd capable of what it can (if you don't include epyc and other server parts )

Phone: Pixel 3a (Purple-ish).
