My wife has an older Dell Optiplex 750 with OM5DCD M/B, core i5 2400 and 4GB DDR3 RAM (10700 667MHz) running Win7 pro.

She's always complaining about how sssslllllloooooooooooooooww it is, especially when on farcebook, but internet speeds are 30MB/s - 11MB/s (down/up) with 17 ms ping.

Farcebook, Amazon and emails are main tasks.

Is it worth upgrading either the CPU, RAM or both, or just go with newer budget pc?

The single best upgrade for a machine like that is to add an ssd. The cpu should be just fine for facebook, at worst you may have to add some ram but I would bet an ssd will already make a huge difference.

Yes ssd for the win.聽 Get a nice samsung 860 evo or a crucial mx 500 ...

Another 4gb stick for a nice 8gb of ram ... be sure to have 2 stick so it can run dual channel, that will also help a bit.聽
