I have come to the point where I am looking to upgrade a component of my pc; but, I am unsure of which component is the best to upgrade first. My current specs are a Ryzen 3 1300X with 16gb of 2666mhz ram on a Gigabyte AB350M-DS3H-CF motherboard. For graphics I have a GTX 1060 3gb. While in game this system performs well but I have recently noticed that while gaming I am pulling very high CPU usage (almost always pinned at or near 100%) my GPU seems to stay in the 70 and 80%. I'm not sure if these are signs of a potential bottleneck or this is just how this hardware performs. I play at 1080p and use a 60hz monitor (which is an upgrade option I have been considering) with decent frame rates in most games and medium settings. I am looking to spend about 300$ total on the upgrade and am looking for help from people who know more about this stuff then I do. Thank you. From what you're describing it looks like a cpu bottleneck, so that would be the first thing to upgrade.  Since you game at medium and you have some gpu power left you could try to get some better graphics if it doesn't impact too much your fps.
