Why is my FPS locked at 20

Ok I’ll try and explain my issue so I have a capture card hooked up to my second pc, one monitor hooked up via DP and a second output to HDMI. This output is a duplicate of the main display however it locks the FPS in any game to 20. If I stop duplicating it’s 60 if the capture card is set to the main display again I get 60 but when duplicating I’m locked at 20, I have even tried lowering settings just in case. I was trying whilst running at 1440p and duplicating to 1080p thought that might of been the issue and tried setting my main display to 1080p again I still get the issue of being locked at 20. Would anyone be able to suggest anything because I have tried searching and I am getting nowhere.

when I open the game bar and pin something like the system stats current FPS ram usage all that the games then run at 60. It just adds to the confusion and I’m not sure why having something in screen resolves the issue. I would rather not play with that there.

Nothing too crazy gtx 1080, i9-9900k, 32GB 3200 RAM. I know my system can handle it what I don’t get is why I manage to get the full 60fps when I pin a piece of the game bar or when my mouse isn’t focused on the main screen.
