I havent found any solution to this problem, my CPU and GPU usage for GTA 5 and Rise of the tomb raider are low. When I run games like The Witcher 3 my GPUs max out at around 90-100% usage each. I dont think my system has a bottleneck since the CPU usage is also pretty low. I wanted to increase the GPU usages for these games to dish out more FPS. I've been looking for solutions for a while now but none really helped my problem. Please Help :(

I've tried:

Disabling HPET

Setting Power to maximum performance on Nvidia Control Panel

Disabling Gsync

Reinstalling with DDU 

 

Specs: 

GTX 1080Ti SLI Founders Edition

Ryzen 7 1700x

32Gb RAM (4x8Gb Kingston DDR4)

Micro-Star International Co., Ltd X370 GAMING PRO CARBON

Games don't need to use all your resources 

If they are not and the game is running fine then it's fine lol

Peripherals: GK61 (Optical Gateron Red) with Mistel White/Orange keycaps, Logitech G102 (Purple), BitWit Ensemble Grey Deskpad. 

 

Audio: Logitech G432, Moondrop Starfield, Mic: Razer Siren Mini (White).

 

Phone: Pixel 3a (Purple-ish).

Other than putting the power limit to max or flahsing it with different firmware (which "technically" you already have the best one ) not really

You can look up performance videos to make sure your card isn't under performing 

As I said if the game isn't utilizing your hardware at a 100% that doesn't mean it has to or your losing performance
