So I have a laptop and the laptop is very slow when it comes to booting up and loading applications. The laptop has dual core cpu but would a ssd fix the slow boot times and fix the slow application load times even if I have a dual core cpu?

Also, when I use the laptop for basic things like using word or web browsing, the laptop just hangs or it says not responding, would that be because of ram because the laptop only has 4gb of memory.

Should I just get a faster hard drive or a ssd because I also want something that would last a long time.

Short answer, yes.

It's possible because once you run out of physical memory the OS will start using the disk as memory as well (very basic description of what's actually happening). I would check task manager to see how much is being used.

Well it uses most of the ram and it has really little left

How many programs do you have running at once? With 4GB of RAM you would have to limit your expectations on the amount of stuff running concurrently.
