My pc is connected through ethernet and wireless at first it was through wireless and the problem occured but then i switched to ethernet ( wifi is also on but ethernet is used ) but the problem still occured 

Randomly throughout the day my device 's connection will stop working for a good 3 minutes until it comes back up but ive noticed that other family members dont have this issue , as well as my phone .

Any help ? ( this icon appears )

Make sure you are using the latest LAN drivers provided by your motherboard manufacturer.

I actually have the same problem. It's your internet assigning you a new IP address. Mine was set to do it every day, I changed it to 21 (the max) and the issue now only happens every 21 days. Still *very* annoying, but definitely less so than every day. 

Everyones phone was still working, but anyone connected via ethernet was disconnected for a good 3 minutes, like you said.
