Hello! I am going to upgrade but I am still a student and have limited money.
I currently have an i5 750, r9 280, 4x2gb ddr3 ram and a  Samsung SSD 860 EVO 500GB.

I am wanting to upgrade my PC but I can only go with the new CPU option or new GPU. I don't know what would be the best to avoid bottlenecking as much until I get enough for the second half.

I can either get:
Ryzen 5 2600

2x4GB Corsair Vengeance LPX 3000MHz
Gigabyte A320M-S2H

or

Gigabyte GeForce GTX 1660 6GB

I can get both either of those options for £200 (GBP).
What is the best option?

You need a new CPU however you should wait two weeks and get a Ryzen 3 3100 on a B550 board. A320 is shit and the 3100 is a better CPU

so an 3100 paired with an r9 280 would be an overall less bottleneck than an i5 750 paied with an 1660
