cpu: ryzen 5 1600
gpu: 1060 3gb
16gb ram
650 psu

When ever anything slightly demanding starts happening the frames and gpu usage goes down.
Temperatures stay low and still neither gpu or cpu seem to push their limits while fps goes down.
nvidia/windows/bios are up to date

PSA: No, I didn't waste all that money on computers, (except the main one) my server cost $40, the intel NUC was my old PC (although then it had 8GB of ram, I gave the bigger stick of ram to a person who really needed it), my laptop is used and the second PC is really cheap.

I like tinkering with computers and have a personal hatred towards phones and everything they represent (I daily drive an iPhone 7, or a 6, depends on which one works that day)

Only Valorant or other games as well?

 

I would get more monitoring data if possible, for example amount of VRAM used to see if you are exceeding the 3GB of your card (that would be one of my first guess).

Also CPU usage should be monitored per-core because you have a 6/12 CPU but at the moment Valorant relies a lot on single-core performance therefore it could be that you are saturating only a single core of your CPU but the overall usage shows around 30%.

AsRoc 320m HDV yep got lates while updated bios resolution doesnt seem to affect at all  as recorded it was 1280x720 everyhing low and vsync off

other games seem run similar problem (high dip in fps) like league of legend and cs:go I'd figure vram should be fine becouse resolution doesn't seem to affect fps dips(low fps even in 1280x720). i will try to figure single core performance and if this is the case is there a solution other than OC?

Please use 1080p. You'll have issues on lower since the hardware you have wasn't designed for lower resolutions. Lowering the resolution just increases the stress on the CPU and probably causes a small bottleneck.

 

Check your drivers using IOBit driver booster free. Update DirectX using DxWebSetup.

So i did bit more research and it in single core usage it peaks around 66% at core six but core usages on all cores go between 5-50% seemingly randomly. if not
