Games, programs or workloads that it will be used for: Heavily(200+) modded Minecraft (uses more than one thread/core), Kerbal space program, Premier pro, many many Steam games (typically RTS or board game)

My skill level with tech is very high (in IT from 1995-2017), but I feel like my knowledge of current tech is a little dated so looking for input.

You don't need an Intel build currently since the money thrown for the CPU and Mobo isn't worth it and you have no upgrade paths. Currently I can't recommend you anything for that price since Pc Part picker is down. You can get away with a Ryzen 3600, X570 Asus Prime-P or X570 Asus TUF, and a better GPU.

AMD offers better value these days, tough if you prefer Intel then sure! :D (if AMD you can buy better graphics card!)

+10% seems like a non trivial amount of speed difference.

Two of you recommended the same processor, so I'm assuming I am missing something.

Oh God no, not UserBenchmark. Srsly don't trust that site, it's so heavily biased, it just makes me sick. Everyone knows even Tech YouTubers recommend AMD cpu's over Intel because they give you more for less. The Intel CPU is only 10-20 FPS faster and more expensive, lacks hyperthreading and with Intel you have no upgrade path. Basically you'll have to buy a new mobo and CPU for the next 10th gen Intel if you want to upgrade. If you want reviews on the Ryzen 3700X, go watch Hardware Unboxed, Gamer Nexus, Linus, BitWit and Paul's Hardware.
