So my mom's office is getting revamped and the company is giving like a crap ton of money to get new PCs and desks. Because she brought her own desk, she does not need it so she is spending the money on a new PC and asking me to build it.

Budget (including currency): 5000 SGD (3532 USD)

Country: Singapore

Games, programs or workloads that it will be used for: LOL office work and stuff. So why not a super overkill setup

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): RGB, peripherals and OS are needed, what we are upgrading from: Windows 7 PC. Probably when Coronavirus ends or at least subsides. For now, at home, she is using a laptop at home. Should I go Intel 10th Gen or AMD Zen 3.

honestly i wouldn't recommend 10th get right now unless you like having to build extreme cooling setups to get your temps under control

I would go with a Intel 109000k if you want 10 core.

I think you might want something more maintenance-free than a custom loop for an office PC lol

I would not recommend a custom loop water cooled PC.

It requires regular maintenance (e.g. water changes, etc), and there will be down time on the PC.

Custom water cooled PC is not a set-it-and-forget-it system.

And if leak(s) do come up, that can be a problem -- again down time, and potential data loss.

I would strongly recommend you do something reliability focused with quantifiablely good performance in an office space instead of going full ham on specs. Get her two nice SSD's in raid 1 and a hard drive for periodic backups, and plenty of RAM for chrome, a good quad core on a mature platform and a well known motherboard for reliability, a nice set of noctua fans and a cooler with 0 noise, sleek professional looking case with sound padding on the inside. Spend the leftover money on nice office equipment and stuff she could actually use in an office space like a NAS or a nice ergonomic chair or whatever you think she'd need or enjoy.

I would even recommend getting 2 ultrawides for productivity over a custom loop and a 2080ti.

I guarentee if you go that route she'll end up being a lot happier with her computer in the long run

Instead of wasting someone else's money, you have very nice chance to prove yourself here. As in you could be employed by this company as IT specialist in future if you do this one right. So instead of looking to waste money and space, go for mATX/ITX build. Keeping in mind that since they are building custom PCs rather than using another company as service (very common practice here), if something goes wrong, its they IT persons, or even yours, job to troubleshoot things.
