Windows freezes upon installation startup

Just finished building my PC, when ever I start windows freeze after the dot rotates around 3 times and freeze every time even tho I have tried everything rebooting installing windows from some where else it just keeps freeze anyone know ho wot help would appreciate it a lot. It also does the same thing on the mother board screen.
