Stains on X62 after removing thermal paste with 70% isopropyl

I have attached pics of my CPU cooler it got stains and they are permanent, a week ago i removed thermal paste with 70% isopropyl alcohol and now when i checked again it got stains which can't be removed. I tried again with 70% isopropyl alcohol swab but they are not removing and seems like they are permanent now. Are they harmful? Can i reuse my cooler again or can these stain get removed with any way?

No, they shouldn't affect performance. You can use it without any problems.

Just stains from the way the TIM was spread between the IHS and the copper plate, nothing more than that really. You could probably get rid of them with 90-100% isopropyl alcohol, vinegar or maybe even sandpaper but at that point honestly it's too much hassle for what it's worth.
