fps drops Im having trouble with my FPS

i cant play a game with out having the worst fps drops please help

it helped for a while but then i saw that my cpu is actually gonna burn i have 100% utilization even on low sittings it did up the fps but my CPU is struggling HELP!

I have tried everything updating my bios updating my drivers , overclocking the rtx and ive tried overclocking the cpu since it can only go to 4.20hz which is not really overclocking

But nothing works , either im running my game smooth and my cpu goes to 90+ heat (Celsius) and my cpu load is 100% i dont know what to do i need immediate help you guys!
