If I dont have a cpu but I do have everything else like mobo PSU no ram but hdd

You don't have RAM or a CPU.....

You can't even get past the POST without the CPU, RAM, GPU, and storage, nothing will even power on let alone work without the CPU.

No without a CPU (or RAM as stated earlier) you won´t be able to install any OS or even get to the BIOS.
