Frequencies tell almost nothing it really depends on the architecture the shader Units the vram etc

3600 is more then enough even for streaming

Okay, I was considering waiting after quarantine to get the amd cpus, thinking it'll be cheaper by then? end of the year?

Usually amd cpu's do go down in price but the 3600 is going for 150 if I recall correctly and I don't think it'll get cheaper but if you want to wait you can ( nothing wrong about it )

No it won't but all RTX cards should boost higher than advertised. Mine has 3 fans with a custom and aggressive fan curve and possibly better silicon than cheaper variants so it will boost a little higher than dual fan 2060 or boost the same with lower fan rpm and noise.
