Hello, thank you for taking the time to read this. My setup is a GTX 1070-16 gigs of DDR3 ram running at 1600 MHz-i5 4690k. I play at 1080p. Games these days are using more cores and threads I feel like.  My GTX 1070 should be able to handle anything thrown at it at 1080p.  But it isn't so I need a new CPU, I have a budget of around $500 to upgrade my CPU motherboard RAM. I also need a new case as mine has bad cooling and filters and organization. What is the best setup I can get with the best gaming performance for my budget?  Thank you!

Use the stock cooler if you want to save money. The 6 Cores and 12 Threads should be reasonable for most 1080p High along with the great clock speeds. RAM-wise, 3200 Mhz to unlock your CPU ram potential. The case is a reasonable one to save money and it has good airflow and reasonable cable management.

that case doesnt have that good airflow. faster ram is like 5 dollars more. wont need that good motherboard:
