Here's an idea. Assuming you already have a high refresh rate monitor - this build could also handle 1440p if that's your thing.

If you are gaming at 1080p a 2070 Super would probably suffice. If you are doing other tasks than gaming like video/photo editing or streaming frequently you could consider upgrading the CPU to a 3700x. 700W PSU is overkill, but it's a decent unit and was relatively cheap, that's why I chose it.

the extra ram does nothing for gaming, and he can overclock to match 3600x speeds.

CPU: AMD Ryzen 5 5600X Heatsink: Gelid Phantom Black GPU: Palit RTX 3060 Ti Dual RAM: Corsair DDR4 2x8GB 3000Mhz mobo: Asus X570-P case: Fractal Design Define C PSU: Superflower Leadex Gold 650W

For overclocking he will need a cooler tho

You get a cooler with the 3600. There is only a 200Hz difference in clock speed. There will be hardly any difference when gaming. Maybe a couple of fps difference. The 3600 is also around $32 cheaper so you could still buy a decent air cooler like the Arctic Freezer 34 esports or Deepcool Gammaxx 400 etc.
