My pc freezes in bios and then takes me to a widows trouble shot menu

Hi, I recently built my first ever pc and there had been a few... lets say issues. when i first built the pc, it was working great, until i turned it off for the night and went to turn it back on the next morning. it went through everything normally untill reaching the motherboard logo screen where the loading wheel froze and then the top part of the logo gets cut off. The PC then either restarts, and repeats this process, or restarts and starts the "Diagnosing PC" process and then brings me to a windows menu that says "Your PC didn't start correctly" I've tried changing things in the bios, i've reinstalled windows multiple times and i even changed out the motherboard and ram, as well as the storage. I have no clue as to what it could be so im asking you fine, much more qualified people, for help.

RAM: Teamgroup T-Force Delta RGB 16 gb 3200 mhz RAM, New

MOBO: Gigabyte B450 aorus pro wifi, New

PSU: Corsair CX550M semi-modular, New

Case: NZXT H510, New

GPU: Radeon RX 5500 XT, Used
