CPU: Well depends, if the Ryzen 1600AF is in stock, get that one, if not then buy the Ryzen 2600.

 

RX 580 is also a good choice but you'll have to buy either the Sapphire Pulse or Sapphire Nitro+ model. It draws more power and it's loud compare to the Nvidia counterpart which is more efficient and draws less power. The GTX 1650S and RX580 trade blows, but the GTX 1650S still outperforms it in some titles even by a margin.

rx 580 nitro+ is near silent, even when its overclocked to 1500MHz
