Rtx 2080TI oc Windorce edition fans not working (sometimes...)

Hi all,

I just got a RTX 2080TI oc windorce edition from a buddy of mine (bought it from him, still in waranty).
The problem that I encounter is that sometimes the fans outright dont work at all, When I boot it up the fans wind up like all graphics cards do, but after that they stop working.
When I boot up a game, the temp rises to around 88c and then the throtling begins. Still no fan activitiy :( (dont see them spinning).

The weirdest thing is, sometimes they DO work. Do you have any suggestions what it might be?

What trouble shooting steps have you tried, different slot? Reinstall graphics drivers? Checking your fan curves ?
