Cpu and gpu bottle neck

Hi,

 

So this issue began after i didn't use my pc for a month. While playing a game (cs go)there is a bottle neck where the cpu runs at 70-90% while gpu is only at 5-10% causing the fps to drop from 90fps to a eye bleeding 8fps (@800×600). The bottel neck didn't exist before. The cpu temp are around 45-47°C (113-116F). I've even changed the PSU and cleaned the hardware of dust but saw no difference. Even doing basic tasks like browsing web and watching YouTube videos has become a pain.

 

Cpu: i3-4150

Gpu: gt610

Ram: 8gb 1666mhz

Psu: 450w

Storage : 512 Gb ssd

                 1Tb HDD

Probably just try reinstalling windows

 

maybe try disconnecting your hard drive and only using the SSD.

Why 800x600? 2002? I thought it was 2020 not 2002.
