CPU low frequency?

So recently i completed my first build and it has been running flawlessly for 2 days , the 3rd day I start the computer and my cpu was running at 0.5 Ghz O_o and laging hard? so I restarted the pc and the issue was fixed ,I thought it could be temps issue but I checked them before restarting they were totally fine (35 degrees idle). 

So I'm wondering what could this issue be ? It's not bothering me now that its fixed but maybe if its something thats not plugged correctly could cause damage? 

Btw the cpu is Ryzen 5 3600 stock cooler.

If it's working fine after a restart and hasn't happened again I wouldn't worry about it. Strange things happen and is why a restart is always a good first step in troubleshooting.
