Can i turn on Ray tracing? RX 5700 & R5 3600x

No, amd gpus do not support raytracing.

Currently Just for Nvidia 2000 series, but it may be coming to AMD for their BIG Navi gpus (The ones coming out late this year, or early next year) or the generation after that. 

I am NOT a professional and a lot of the time what I'm saying is based on limited knowledge and experience. I'm going to be incorrect at times.

Not RTX ones. Ray tracing is not always RTX.

Not if you're looking to do DirectX raytracing, or use hardware real-time raytracing, unless the game uses PTGI. (path trace global illumination) PTGI is slightly less performance, but can be used on any manufacturer's GPUs. (there is a mod to add it to minecraft but it's not released yet, and War Thunder has PTGI available)

I pirated PTGI for minecraft and my fps went from 1000 to 16 so... MAjor performance loss

Similar performance loss for any card. Even a 2080ti can't do much more than 80 FPS with it, and it has dedicated hardware to accelerate it.

 

My 5700 XT can run it just fine at 1080p if I don't mind ~45 FPS (or 20FPS when it's raining) after customizing it to be the biggest performance hog it can be. Looks gorgeous though.
