App Volume When Starting Any App

I have a very strange issue. I have a cell phone I use specifically for apps, which is the LG G5. For some reason, a very strange bug has started occurring recently, and was hoping someone here may have a solution. Here is the issue:

 

My phone is always on silent mode, but when I open an app (which was already closed prior to opening it), the app volume goes to 50% or so, despite the fact that the app volume was at zero before opening the apps. This is true for any app I open.
