I just got done with a new build, and I was ready to power it up for just a few seconds to see if it would boot and post, but it didn't. Instead, the CPU LED on the motherboard flashed for no more than .1 seconds. I've tried removing the ram sticks, only trying one, and swapping them. I've also tried re-seating the CPU which also didn't work.

Parts:

MB: MSI Z390-A PRO

Ram: Corsair Vengance 16gb

GPU: RX 480

CPU: i3-9350KF

PSU: RX-530SS

Some things to note:

I don't have my CPU fan quite yet.

Like I said, the PC doesn't even boot. So it's virtually impossible for the CPU to overheat.

it still uses cpu power in order to even turn on. it overheats even wihtout posting.

the intel 9th gen cpu are power hungry and they run pretty hot. 9th gen i3 is terrible value these days.

why would you even try to turn on the pc if you have no cooler? You want it to overheat or get damaged?
