Have a build that I have used for the past 12 months or so. Specs: 2700x, Rtx 2070, 650W evga PSU, Msi b450M gaming plus. Yesterday I installed a wifi card, did some cable management including applying thermal paste to the cpu. 

 

I put it back together and all of my fans, including GPU, rev up but no post. This last approximately 20 seconds. Now when I turn it on the computer runs the fans and stops immediately without posting. I have restates the cpu, GPU, and ram. I have removed all power cables and reinstalled them with the same flicker of power. Looking for any suggestions.

 

Note: I did get a small amount of thermal paste between two of the pins. I used a toothpick to clean until there was no visible residue left.
